Fighting terrorism in Russia

Motion for a recommendation

presented by Mr Landsbergis and others

This motion has not been discussed in the Assembly and commits only the members who have signed it

      Mass killings in Moscow in the summer of 1999, when apartment houses were destroyed by terrorist explosions, continue to raise great and special concerns about the human rights situation in Russia. The right to life cannot be considered in a spirit of political relativism, as if such explosions could serve a political purpose, either for justifying a military attack in another, rather distant place or for premeditated policy-making.

      Two years have passed and the law-enforcement structures of the Russian Federation appear incapable of showing any convincing results of their work on Moscow’s bombing cases or on the similar attempted explosion at the same time in Riazan which, despite the suspects having been caught, was left out of any proper enquiry.

      The Assembly confirms the necessity of helping Russia with an international investigation of these terrifying crimes, and therefore recommends that the Committee of Ministers consider the establishment of an international consultative team of experts on terrorism in order to assist Russia as a member country of the Council of Europe.
