Renunciation of Azerbaijan's militaristic statements on solving the Nagorno-Karabakh conflict by the use of force

This motion has not been discussed in the Assembly and commits only the members who have signed it

      Armenia and Azerbaijan both joined the comunity of Council of Europe member states on 25 January 2001.

      Upon accession, they have accepted obligations to be implemented in good faith.

      One of the key obligations is the commitment to find, by peaceful means only, a solution to the Nagorno-Karabakh conflict.

      In an apparent breach of their own commitment, time and again the authorities of Azerbaijan make statements threatening the use of force to solve the conflict which, in its origin, was the result of the illegal denial of the right to self-determination and the consequent attempt to militarily suppress the peaceful advocacy of that right.

      Taking into account the above, the Assembly recommends that the Committee of Ministers take the necessary steps to discourage the Azerbaijan authorities from such statements and possible plans and urge them to adhere to their own commitment for a negotiated peaceful solution to the Nagorno-Karabakh conflict.
