Rights for Russians living in Latvia

Written Question No. 404 to the Committee of Ministers
by Mr Guennady Churkin

      Noting that the Albanians, who constitute 22.7% of the population of Macedonia and permanently reside in the country, were granted in compliance with the Framework Agreement of 13 August 2001, the right to full representation of the community in all central and local authorities, the right to secondary and high education in the native language at the education facilities financed by the state;

      Recalling that, in compliance with the above mentioned Agreement, the Albanian language has become an official language of Macedonia (together with the Macedonian language);

      To ask the Committee of Ministers,

-       if the Russians, who constitute 29.3% of the population of Latvia and permanently reside in the country have the right to similar standards of democracy and human rights?
