Obstacles in the way of pluralist democracy in the Republic of Moldova

Motion for resolution

presented by Mr Viorel Hrebenciuc and others

The Assembly,

1.       Recalling that, by its accession to the Council of Europe, the Republic of Moldova assumed the obligation to ensure the functioning of the rule of law and of pluralist democracy, and also to observe the fundamental rights and obligations of the citizens;

2.       Determined to defend, by all statutory means, the values of the Council of Europe, and to institute a genuine, unitary public order of free democracies on the continent;

3.       Expressing its deep concern as to the resolution whereby the Government in Kishinev has suspended the People's Christian Democratic party – a parliamentary opposition party – and has prevented the participation of its representative, Mr. Vlad Cubreacov, in the work of the Assembly,

4.       Demands that the authorities in the Republic of Moldova immediately cancel their decision to suspend the People's Christian Democratic party and, implicitly, to forbid the activity of the parliamentary opposition – a serious discriminatory measure, incompatible with the principle of the separation of powers within the state and with the basic requirements of pluralist democracy;

5.       Asks the Committee of Ministers to analyse, within its own monitoring mechanisms and procedures, the case of the distinguished member of the Assembly, Mr. Vlad Cubreacov, as well as the undemocratic decision to suspend the People's Christian Democratic Party, with a view to addressing an answer to the Assembly;

6.       Charges its Monitoring Committee with examining as top priorities the above-mentioned cases of undemocratic blunders, on the occasion of its representatives' future visit to Kishinev.
