The Assembly,

Taking into account the fact that the Knesset enjoys observer status with the Parliamentary Assembly of the Council of Europe and that as a consequence, it has accepted the principles of democracy and primacy of the law, as well as the principle according to which any person under its jurisdiction enjoys human rights and fundamental freedoms,

Entrusts its Political Affairs Committee with the task of drafting a special report on the respect of Israel's obligations stemming from its observer status , in Israel and in any territory being or having been under its jurisdiction as from September 2000.
