1. Globalisation – main phenomenon of the new millennium – occurs at different levels in all fields of activity: political, economic, cultural, scientific and technological, etc. It creates various opportunities but, at the same time, justified fears.

2. Globalisation is almost inevitably associated with the risk of standardisation. Within the large field of culture, Europe cannot afford to give up one of its fundamental values: its extraordinary diversity. It is of the utmost importance to acknowledge, preserve and defend the cultural identity of European countries, regions and cities, against any natural trend or attempt of standardisation.

3. Due to the fact that globalisation is an irreversible process, our action should aim not to oppose it but to understand its dynamics and to influence it for the benefit of the individual and the community. Standardisation could be avoided if traditions and local specificity are preserved.

4. In this respect, it appears necessary that the Parliamentary Assembly adopt a resolution on the “Cultural identity and education in the context of globalisation”, which underlines the importance our organisation attaches to maintaining and promoting cultural pluralism, and also to supporting the cultural identity of Europe and its countries.
