1. There seems to be an inexorably widening gap between Europe and the United States of America. Causes for dispute are accumulating, ranging from the Middle East to the death penalty and from the environment to international justice, so that what looked like a conflict of interest on various issues is tending to become a conflict of values.

2. The Americans are increasingly inclined to act unilaterally and less and less in favour of action under the aegis of international institutions such as the UN, or of co-operation with other nations to achieve common goals. Europe’s strategic culture, on the other hand, tends to place the accent more on negotiation, diplomacy and multilateralism. However, the Assembly is convinced that a stable world order hinges on full co-operation between the United States and Europe.

3. The Assembly emphasises once more that the United States and the Council of Europe member states must share an attachment to the ideals of democracy and to human rights, and that this requires them to abide by the principles of international law and support democratic regimes and political forces worldwide.

4. The Assembly renews its appeal to step up transatlantic contacts in order to improve mutual understanding of reciprocal issues and concerns.

5. The Assembly accordingly instructs its Political Affairs Committee to pursue the debate on relations between Europe and the United States of America by holding a colloquy on the subject and presenting a report as soon as possible.
