In the draft resolution, paragraph 7, delete the words "Since it was known that the Libyan SAR zone was not covered, Italy, as the first State to receive the distress call, should have taken responsibility for the co-ordination of the SAR operation."

Explanatory Note :

The countries operating under NATO's authority should follow the orders as they have been given by the commander in charge of eacht operation.
