In the draft recommendation, after paragraph 2.1, insert the following paragraph:
"further exploring internet security issues related to mass surveillance and intrusion practices, in particular with regard to the human rights and fundamental freedoms of internet users."

To give some more substance to the tasks assigned to the Committee of Ministers.
