In the draft resolution, at the end of paragraph 8, add the following sentence:

"In this regard, the Assembly is deeply concerned about recent legislative changes in the Russian Federation which offer opportunities for enhanced mass surveillance through social networks and Internet services."

Explanatory Note :

On 13 April, Russian Prime Minister Dmitry Medvedev signed a decree that allows the Federal Service for Supervision of Communications, Information Technology and Mass Communications (Federal Service) to check the correspondence of users of social networks.
