In the draft resolution, after paragraph 10, insert the following paragraph:

"The Assembly wishes to remind member States that the European Court of Human Rights has held that the practice of ritual slaughter falls within the purview of Article 9, and that while authorities may refuse to exempt religious slaughter from pre-stunning regulations, States are invited to give real meaning to Article 9, by imposing only such limitations which are necessary for safeguarding public health and hygiene whilst allowing the practice of ritual slaughter, a fundamental component of the Jewish and Muslim faiths."
