In the draft resolution, at the end of paragraph 14, insert the following sentence:
"Nevertheless, the Assembly is appalled by the preparations for new retrospective legislation already adopted by the parliamentary National Defense Commission which allows legal prosecution of human rights violations committed by military personnel with the permission of their superiors and empowers the military with the authority to conduct security operations bypassing the jurisdiction of the courts under the pretext of urgency. The Assembly is deeply concerned that such developments would infringe the rule of law."
