In the draft resolution, delete paragraph 21.

Explanatory Note :

The European Court of Human Rights case law has not so far indicated that provisions concerning the offence of insulting the Head of State violates the provisions of the European Convention of Human Rights. Therefore it is pointless to mention the application of Article 299 of Turkish Penal Code.
