Dans le projet de résolution, remplacer le paragraphe 12 par le paragraphe suivant:
«Par ailleurs, l’Assemblée considère que, si, au niveau national, la discipline des partis conditionne la stabilité des partis et des coalitions partisanes et l’efficacité de leur politique, ce qui permet le bon fonctionnement de la démocratie, de telles considérations sont moins pertinentes mais restent importantes pour promouvoir, au sein de l’Assemblée parlementaire, les objectifs et les principes fondamentaux du Conseil de l'Europe et pour collaborer «sincèrement et activement» à la promotion «des idéaux et principes qui sont le patrimoine commun» des Européens et représentent des droits de l’homme fondamentaux et imprescriptibles.»
Explanatory Note :
Comme indiqué dans le rapport, la discipline des partis doit être considérée comme une composante du bon fonctionnement de la démocratie. Mais le paragraphe met uniquement l’accent sur la liberté individuelle des parlementaires, en excluant les questions qui concernent les partis politiques. Notre amendement vise à rétablir l’équilibre.
