In the draft resolution, paragraph 1, after the words "including on the internet.", insert the following words:

"It is important to recall that the European Court of Human Rights has held that freedom of expression extends even to statements which offend, shock or disturb sections of the population, and that any limitations on speech must be proportionate to a legitimate aim pursued in order to protect democratic society."
