In the draft resolution, replace paragraph 18 with the following paragraph:

"The Assembly, taking into account the lack of progress since the adoption of the report by the Committee on Legal Affairs and Human Rights, considers that the time has come for European states to impose targeted sanctions (visa bans and asset freezes) along the lines of the measures adopted by the United States against officials involved in Mr. Magnitsky's death and the subsequent cover-up. Recalling its Resolution 1597 (2007) and Recommendation 1824 (2007) on United Nations Security Council and European Union blacklists, it stresses that any such measures should be subject to a fair and transparent procedure."
