In the draft resolution, replace paragraph 10 with the following paragraph:

"The Assembly invites the International Telecommunications Union to elaborate global technical standards on the integrity, security and secrecy of online and mobile communications, which are based on Article 17 of the United Nations International Covenant on Civil and Political Rights, possibly taking into account the provisions of relevant regional treaties."
