In the draft resolution, replace paragraph 32 with the following paragraph:

"The Assembly concludes that the latest developments pertaining to freedom of the media and of expression, the rule of law and the human rights violations by the terrorist organisation, should be followed closely. The Assembly recalls that Turkish authorities are invited to fulfil the remaining requirements pertaining to the post-monitoring dialogue with the Parliamentary Assembly. It reiterates the readiness of the Council of Europe, in particular the Venice Commission, to support the efforts of the Turkish authorities in this respect."

Explanatory Note :

Turkey is continuing on its path towards more democracy, undertaking crucial reforms and largely satisfying the 12 requirements in Resolution 1380. The Assembly should produce constructive, objective and accurate reports that can be utilised effectively by member countries in order not to undermine the Assembly’s credibility and objectivity.
