In the draft resolution, delete paragraph 7.2.

Explanatory Note :

None of the emergency decrees order the arrest of writers and media staff. It is impossible for ordinary laws or emergency decrees to render any kind of judgement about individuals or groups, let alone writers and media staff, as this would not comply with the constitution and the logic of the law.
