In amendment 1, replace the words:
"replace paragraph 2 with the following paragraph:
"The Assembly expresses its concern that in 2017, again, the co-rapporteurs for the monitoring procedure have not been able to visit the Russian Federation as a part of the boycott by the Russian delegation of the work of the Assembly and Russia's continuing violation of its explicit accession commitment to cooperate with the monitoring procedure."."
with the following words:
"in paragraph 2, replace the word "regrets" with the following word:
"deplores"."
