Establishment of a European Youth Passport to facilitate travel in Europe

The Assembly,

Considering that one of the essential conditions for the achievement of European unity is the development of a European consciousness;

Believing that it is particularly important to arouse and to strengthen this feeling among the young people of all the countries of Europe,

Recommends the creation of a European Youth Passport.

Such a uniform passport for young people up to 20 years of age should be issued by the respective national authorities, and its validity as a travel document, enabling the holder to cross frontiers, should be recognised by all Member States of the Council of Europe.
