Activities of the Assembly’s Bureau and Standing Committee (23 June 2014)
1. Decisions of the Bureau of 23 June 2014 requiring ratification by the Assembly
1.1. Election observation
1.1.1. Turkey: presidential election (10 August 2014)
The Bureau approved the composition of the ad hoc committee and appointed Ms Meritxell Mateu Pi (Andorra, ALDE) as Chairperson of the ad hoc Committee (Appendix 1).
1.1.2. Bulgaria: early parliamentary elections (date to be confirmed)
The Bureau decided to observe these elections (subject to the receipt of an invitation and confirmation of the date) and to constitute an ad hoc committee for this purpose composed of 21 members: SOC: 7; EPP/CD: 6; EDG: 3; ALDE: 3; UEL: 1, and the rapporteur of the post-monitoring dialogue on Bulgaria of the Monitoring Committee. It also authorised a pre-electoral mission.
1.1.3. Bosnia and Herzegovina: general elections (12 October 2014)
The Bureau approved the composition of the ad hoc committee and appointed Mr Tiny Kox (Netherlands, UEL) as Chairperson of the ad hoc Committee (Appendix 2).
1.1.4. Republic of Moldova: parliamentary elections (30 November 2014)
The Bureau decided to observe these elections (subject to the receipt of an invitation and confirmation of the date), to constituted an ad hoc committee for this purpose composed of 32 members: SOC: 10; EPP/CD: 10; EDG: 4; ALDE: 4; UEL: 2, and the co-rapporteurs of the Monitoring Committee; and authorise a pre-electoral mission.
1.2. References and transmissions to committees
The Bureau considered and approved the following references to committees:

Doc. 13484, motion for a resolution, Azerbaijan’s Chairmanship of the Council of Europe: what follow-up on respect for human rights?,reference to the Committee on the Honouring of Obligations and Commitments by Member States of the Council of Europe (Monitoring Committee) to take it into account in the preparation of the report on The Honouring of obligations and commitments by Azerbaijan, to be presented to the Assembly in principle in January 2015
Doc. 13499, motion for a resolution, Introduction of sanctions against parliamentarians, reference to the Committee on Rules of Procedure, Immunities and Institutional Affairs for report
1.3. Composition of the Monitoring Committee
The Bureau nominated Mr Frank Schwabe (Germany, SOC) on the basis of a proposal submitted by the Socialist Group.
The Assembly is invited to ratify the above proposals made by the Bureau.
2. Other decisions of the Bureau
2.1. Third part-session of 2014 (23-27 June 2014)
2.1.1. Request for a current affairs debate
The Bureau decided to recommend to the Assembly to hold a current affairs debate on “Political and humanitarian consequences of the crisis in Ukraine”, and designated Mr Jordi Xuclà (Spain, ALDE) as introductory speaker and decided to invite the Commissioner for Human Rights of the Council of Europe, Nils Muižnieks, to intervene in the debate.

The Bureau updated the draft agenda.
2.2. Election observation
2.2.1. Ukraine: early presidential election (25 May 2014)
The Bureau approved the final report of the ad hoc committee.
2.3. References and transmissions to committees
2.3.1. Extensions of references
The Bureau considered and approved the following extensions of references:
Doc. 12844, Motion for a resolution, Abuse of pre-trial detention in States Parties to the European Convention on Human Rights (Ref. 3839 of 9 March 2012 – validity: 30 June 2014): extension until 31 March 2015;
Doc. 12998, Motion for a resolution, Administrative detention (Ref. 3900 of 1 October 2012 – validity: 1 October 2014): extension until 31 March 2015.
2.3.2. Consultation of Committees
Doc. 13496, motion for a recommendation, The creation of a European observatory on violence against women, consultation of the Committee on Equality and Non-Discrimination on a possible follow-up to be given
Doc. 13498, motion for a resolution, Gay to straight conversion therapy and regulation of psychotherapists, consultation of the Committee on Equality and Non-Discrimination on a possible follow-up to be given
2.4. Communications
The Bureau took note of communications by the President of the Parliamentary Assembly, the Secretary General of the Council of Europe and the Deputy Secretary General of the Council of Europe.
2.5. Issues raised by committees
The Bureau took note of the extension of the mandate of Ms Stella Kyriakides (Cyprus, EPP/CD) as General Rapporteur on Children for one extra year until April 2015.
2.6. Debate on the activities of the Organisation for Economic Co-operation and Development (OECD)
The Bureau took note of a letter from Mr Angel Gurría, Secretary General of the OECD, giving his formal agreement on the proposals concerning the modalities of the OECD debates within the enlarged Assembly contained in the memorandum prepared by the Secretary General of the Assembly.
