Systematic collection of data on violence against women

Violence against women is a phenomenon common to all Council of Europe member States. For this reason and in order to tackle it effectively, a Convention dedicated to combating it was prepared and opened for signature in Istanbul in 2011. The Council of Europe Convention for preventing and combating violence against women and domestic violence (“Istanbul Convention”) entered into force on 1 August 2014.

The effective application and monitoring of the Convention will depend on the existence of accurate and reliable data. To this end, States that have ratified the Convention should collect disaggregated and relevant statistical data at regular intervals on all forms of violence. In Italy, the law n.119/13 of 15 October 2013, which includes an extraordinary plan to combat violence against women, foresees the collection of data on violence against women, including through coordination databases which already exist.

A group of experts (GREVIO) will be set up in the coming months so as to monitor the implementation of the Istanbul Convention. Parties will also be asked to submit the reports of the GREVIO to their national parliaments. The Parliamentary Assembly should call for the effective implementation of the Istanbul Convention and for a systematic collection of data on violence against women, and encourage parliamentarians, via their national parliaments and the Parliamentary Network “Women Free from Violence”, to carry out periodic monitoring of the implementation of the Convention.
