In the draft resolution, paragraph 11, delete the following words:

"and to act appropriately in cases where a respondent State refuses to execute a judgment and pay financial compensation to IDPs or their surviving family members".

Explanatory note

This proposal has no place whatsoever under the European Convention of Human Rights which expressly provides for ways and means to ensure respondent States execute the judgments of the Court. Therefore, it should be removed.
