Strengthening the decision-making process of the Parliamentary Assembly concerning credentials and voting

In the draft resolution, paragraph 7, delete all words after "Taking into consideration the Committee of Ministers’ decision in Helsinki," and replace with the following words:

"the Assembly decides to amend Rule 11.3 of its Rules of Procedure by adding at the end of the first sentence the following words: "in the exceptional circumstances, confirmed by the Parliamentary Assembly, appointments can be made at a later date. The Assembly shall decide whether exceptional circumstances apply or not by using the electronic voting system, in accordance with the quorum conditions laid down in Rule 42.3 and by a two-thirds majority of the votes cast"".
