In the draft resolution, after paragraph 12, insert the following paragraph:

"The Assembly furthermore resolves to suspend until the 2020 January part-session the following rights of the Russian delegation:

-the right to be appointed rapporteurs in the monitoring committee and be elected members of its bureau;

-the right to take part in the Assembly's election observation missions;

-the right to represent the Assembly in Council of Europe bodies, external institutions and organisations, both institutionally and on an occasional basis;

-the right to speak in free debates;

-the right to table motions for resolution of recommendations;

-the right to table written declarations;

-the right to request a debate under urgent procedure or a current affairs debate;

-the right to be a condidate for the office of the President of the Assembly."
