Human rights situation in the occupied regions of Georgia

This motion has not been discussed in the Assembly and commits only those who have signed it.

The Parliamentary Assembly is seriously concerned about the persistent failure of the Russian Federation to implement Assembly resolutions 1633 (2008), 1647 (2009), 1648 (2009), 1664 (2009), 1683 (2009), 1916 (2013).

Despite the commitment of the Government of Georgia to resolve the conflict peacefully and concrete steps undertaken to normalize relations with Russia, there is no reciprocity from the Russian side. The ongoing occupation of the Georgian regions of Abkhazia and Tskhinvali region/South Ossetia by the Russian Federation and further steps towards their annexation, including by signing and implementing the so-called integration agreements, holding the so called referendum on changing the name of Tskhinvali region and so called parliamentary elections in Abkhazia region, continue to pose a serious threat not only to Georgia but also to the wider region.

Human rights and the humanitarian situation in the Georgian regions of Abkhazia and Tskhinvali region/South Ossetia have been continuously deteriorating. The population residing across the occupation line is deprived of fundamental rights, including but not limited to the right to education, right to property, right to liberty, right to freedom of movement, etc. the latter being restricted even more due to closure of so called crossing points.

In the wake of these infringements, it is essential that the Assembly reiterates its calls upon the Russian Federation, to enable the access of international monitoring mechanisms to the Georgian regions of Abkhazia and Tskhinvali region/South Ossetia.

Moreover, it is crucial that the Assembly further reiterates its calls upon the Russian Federation to reverse its recognition of Georgian regions, to stop the ongoing occupation of Georgian territories, comply with the international law and fulfill the internationally undertaken commitments, including the 12 August 2008 Ceasefire Agreement.
