In the draft resolution paragraph 3, second sentence, replace the words:
"facilitates the protection of the rights and freedoms of the citizens of Ukraine who live in these territories in the Donetsk and Luhansk regions, including the satisfaction of their social, economic and cultural needs, and safeguards the rights of Ukrainian citizens over their properties in the temporarily occupied territories."
with the following words:
". The Assembly expresses its serious concern about the withdrawal of the reference to the Minsk agreements from the text of the Law. It also notes with concern that the Law does not fully guarantee social protection and the basic humanitarian needs of the civilian population on the temporarily occupied territories of the Donetsk and Luhansk regions."
