In the draft resolution, paragraph 18.3.4, replace the words "establishing clear standards for the examination and treatment of evidence and the legal basis for its decisions" with the following words:

"whilst ensuring its independence, impartiality and transparency".

Explanatory Note :

Recalling core principles like "independence, impartiality and full transparency" would make the statement stronger. This approach was also preferred by Mr Jagland during his last visit to Turkey. These terms were used by him regarding the work of the Commission.
