This motion has not been discussed in the Assembly and commits only those who have signed it.The new national delegations sitting in the Congress of Local
and Regional Authorities of the Council of Europe must include a
minimum of 30% of each sex in each delegation, in accordance with
the Congress’ new charter, adopted by the Committee of Ministers
in May 2007.
The Congress is the first elected political assembly to establish
a 30% minimum gender representation as a condition for membership.
All delegations have met this requirement.
The Parliamentary Assembly should follow the Congress’ example
to the letter and decide to modify its Rules of Procedure accordingly.
