The promotion of media content on the Internet

Freedom of expression and information through the media is a necessary condition for any democracy and a basic human right for everyone under Article 10 of the European Convention on Human Rights, which requires positive action by member States.

People are increasingly using the Internet to access and disseminate information and opinions, which are core objectives of Article 10. Nevertheless, Internet media services are sometimes at a disadvantage compared to print media and broadcasting.

With the increasing use of Internet media, member States should develop adequate policies for the promotion of media content through the Internet and a wide access to Internet media in conformity with Article 10. The Parliamentary Assembly should study possibilities for facilitating digital culture and its implications, for example on cultural pluralism, digital divide, fiscal regimes and access to culture of younger generations.
