This motion has not been discussed in the Assembly and commits only those who have signed it.The recent reforms and changes, in particular with regard
to the functioning of the Constitutional Court, the new broadcasting
law or the new police law have given rise to concerns about the
continued commitment of Poland to the main principles of the Council
of Europe, in particular with regard to the rule of law.
Given the fundamental questions involved, and concerns raised
by these recent developments, especially with regard to the respect
for the rule of law, it is important that the functioning of democratic
institutions is closely followed to ensure that they are fully in
line with the obligations of Poland as a Council of Europe member
State. The Parliamentary Assembly therefore resolves to examine
the functioning of democratic institutions in Poland.
