Calling for a fast implementation of the principles of Resolution 2140 (2016)
In its Resolution 2140 (2016) on “The exploration and exploitation of non-conventional hydrocarbons in Europe” adopted on 25 November 2016 (report of Mr Geraint Davies, United Kingdom, EC), the Parliamentary Assembly declared itself preoccupied by the threats of fossil fuel exploration and it recommended that member States diversify their energy supplies and favour the use of cleaner ressources, by focusing on renewable resources.
France, since the adoption of the Paris Agreement during the COP 21, wants to be exemplary to speed up ecological and energy transition. On 6 July 2017, the French government launched the Climate Plan for this purpose. This process has been given concrete expression by the adoption, on 10 October 2017, of the Bill ending the research and exploitation of conventional and non-conventionnal oils.
By way of this written declaration, the national delegations of the Assembly are asked to urge their governments to realise the commitments of Resolution 2140 (2016), serving the Earth and future generations.
