In the draft opinion, paragraph 8, replace the second sentence with the following sentence:
"The Assembly invites the Committee of Ministers to actively seek unanimity in the adoption of this Convention by addressing thoroughly any remaining issues which may be of concern to any of its members in the full appreciation that such a unanimous adoption of the Convention will strengthen the international fight against sports manipulation and fraud."
Explanatory Note :
Paragraph 8 gives a misleading impression of the Drafting Group decision (see paragraph 22 of the preamble to the draft Convention). There was no unanimity on the current text. The amendment emphasises the importance of unanimity to strengthen the fight against sports manipulation. Changing article 11 unnecessarily disturbs the balance sought to be achieved.
