In the draft resolution, replace paragraph 10 with the following paragraph:

"Lastly, the Assembly believes that the implementation of this resolution by the parties should permit progress towards a negotiated, just, lasting and mutually acceptable political solution to the conflict. In this context the Assembly stands ready to help facilitate direct contacts between the parties concerned."

Explanatory Note :

It should be noted that Resolution 1818 (2011), which governs the partnership between the Parliamentary Assembly of the Council of Europe and the Moroccan Parliament, stipulated that the Western Sahara conflict would be dealt with within the framework of the United Nations (UN) and in accordance with the relevant resolutions of the UN Security Council.
