Energy networks and the environment

This motion has not been discussed in the Assembly and commits only those who have signed it.

The development of renewable energy sources has seen the emergence of many projects involving the types of energy, the types of devices employed to collect the energy and their size.

It must, however, be ensured that the various projects are always win-win undertakings, in particular in the context of our North-South relations and, above all, that they show proper regard for the environment and the communities concerned.

Close attention should therefore be paid to all projects involving the generation of electricity with solar power in the desert regions of our planet and its transmission via high-voltage direct-current lines so as to reduce losses.

As Jacques Delors and Jerzy Buzek pointed out on 6 May 2010 in their declaration, “Towards a new European Energy Community”, “the creation of such a coherent and integrated common energy policy calls for a number of measures. The completion of the European markets for energy must be built on upgraded Europe-wide energy networks. Our energy mix should be diversified by greater reliance on renewable energies and by greater investment in research and development in new green technologies. Energy efficiency both in production and end-use should be a core value of our policies and help promote a change of our habits and our way of life.”

The Parliamentary Assembly intends to consider the implementation of projects of this type, particularly in Europe, bearing in mind that they entail large investments and allow for interconnection with the wind-power projects in Northern Europe.
