The bilateral relations between Moldova and Romania

The Parliamentary Assembly expresses its concern about the Romanian official policy towards the Republic of Moldova and its people as well as about recent developments of bilateral relations which are marked by a considerable tension.

Recently Romanian high-level officials have made statements on the Republic of Moldova that can be qualified as ultra nationalistic and inconsistent with the Council of Europe, OSCE, and the UN standards and principles. The behavior of Romanian official authorities contesting Moldovan identity, the sovereignty and the statehood of the Republic of Moldova are considered as unacceptable and incompatible with European value.

The Assembly considers inadmissible the numerous declarations of Romanian officials which attack national identity of Moldovan people calling them “Romanians from over the Prut”, as well as using in their rhetoric about the Republic of Moldova the notion of the “second Romanian state” and calls the Romanian authorities to refrain for such declarations.

The Assembly states that the policy of Romanian authorities in relation with the Republic of Moldova has an unconstructive character and does not contribute to the consolidation of the European security.

The Assembly considers that the mass granting of Romanian citizenship to Moldovan citizens jeopardizes the sovereignty and independence of the Republic of Moldova.

The Assembly is deeply concerned about the involvement of certain political circles from Romania in the violent actions on April 7 against the results of the parliamentary elections in Moldova.

The Assembly calls upon European institutions to pay an increased attention to the issue of bilateral relations between Moldova and Romania in order to overcome the current situation.

The Assembly calls both sides, Romania and Moldova, to undertake steps to improve the state of affairs between the two parties and to avoid future actions and declarations that could strain bilateral relations. As a first step towards the consolidation of bilateral relations, the parties should sign the most important bilateral treaties: the Basic Treaty on Friendship and Co-operation between the Republic of Moldova and Romania and the State Border Agreement between the Republic of Moldova and Romania.
